Joseph Dowell was appointed to serve Fountain of Love Apostolic Training Center as an Apostle on October 17, 2018. Prior to that, both he and his wife, Linda, served in two other ministries for a combined 24 years. In those ministries Joseph served as an Elder and an Assistant Pastor, while Linda served as an Evangelist Missionary. In March of 2017, Joseph and Linda Dowell founded Fountain of Love Apostolic Training Center, better known as FOLATC, where they co-pastor to this day.  

The attributes that best describe Joseph are strong preaching, leadership development, and prophetic and teaching abilities. Linda's best attributes are her God-given wisdom, a love for women's ministry, and a true heart of a mother. Both Joseph and Linda have a burning desire to lead a church like Fountain of Love Apostolic Training Center where biblical views are embraced and encouraged, with family who care about the needs of those around them and who want to connect others to the body of Christ. Joseph and Linda want to see the family of God reach their full potential in Christ. Their main objective is to train, equip, and release the body of Christ into their God-designed prophetic destiny to fullfill the Great Commission.  

Joseph graduated from Newburg Theological Seminary in 2022 with a B.A. in Ministry. 

This ministry couple have been happily married for 30 years. They have 2 children: Anna and Donald Jr. They also have 3 grandchildren: Taylor 15, Janelle 15, and Tyler 14, who all reside in South Carolina. 

Pastor Andrew Lateer serves at Fountain of Love Apostolic Training Center. A devoted scholar of the Word of God and biblical prophecy, he brings over 40 years of study and a deep passion for helping others understand Scripture. He holds a Master of Divinity and is the author of An Easy Guide to the End of the Age: A Visual Unveiling of Revelation. Through his teaching, Pastor Andrew equips believers to grow in spiritual maturity and approach the end times with clarity, confidence, and hope.

Heather Ingham is a passionate woman of God whose life is marked by an unwavering love for Jesus Christ, a contagious joy in the Lord, and a deep compassion for His people. Carrying the heart of the Father, she has a burning desire to see souls saved, captives set free, hearts healed, and lives radically transformed by the power and presence of God.

A Prophet with the heart of an evangelist, Heather is passionate about seeing people encounter the love of Jesus Christ, experience deliverance, and walk in the fullness of their God-given identity and purpose. Her ministry reflects a deep burden for the lost, the broken, and those in spiritual bondage, with a commitment to proclaiming the truth of God’s Word and demonstrating His love through the power of the Holy Spirit.

Her ministry focus includes prophetic encouragement, spiritual restoration, healing, deliverance, and equipping believers to develop a deeper relationship with the Father. She desires to see the Body of Christ strengthened, spiritually awakened, and empowered to walk boldly in the authority and assignments God has entrusted to them.

With a heart for Kingdom advancement, Prophet Heather believes ministry extends beyond the four walls of the church. Her greatest passion is to see lives transformed through genuine encounters with Jesus Christ and believers matured, equipped, and released to fulfill their divine assignments.

Above all, she carries a sincere love for God’s presence and His people, seeking to reflect the Father’s heart through compassion, truth, and the joy of the Lord.

Prophet Heather attended Cayuga Community College and has pursued studies at Global Awakening School of Healing and Impartation since 2017, further developing her understanding of the ministry of the Holy Spirit, healing, and impartation.

Pastor Luke Bennett is a mighty man of God, a devoted worshipper, and a passionate Kingdom-minded leader whose heart is deeply rooted in his love for God and His people. A man of integrity, conviction, and unwavering faith, Pastor Luke carries a genuine desire to see believers move beyond religious traditions and into an authentic relationship with Jesus Christ, discovering their identity, purpose, and divine assignment in the Kingdom of God.

Operating in the office of a pastor, His approach to ministry is both prophetic and unconventional, challenging traditional mindsets while encouraging believers to develop spiritual maturity, Kingdom understanding, and a deeper revelation of God’s Word.

Pastor James Smith is a devoted servant of God with a genuine love for the Lord, a heart for worship, and a passion for God’s people. His desire is to see individuals grow in their relationship with Christ, become spiritually mature, and walk in the purpose God has ordained for their lives.

With a heart for pastoral ministry, Pastor James embraces the biblical responsibility of shepherding God’s people through love, encouragement, spiritual guidance, and sound biblical teaching. His love for worship reflects his desire to honor God and encourage others to develop a deeper relationship with Him. He believes in the importance of cultivating an atmosphere where believers can experience God’s presence, grow in faith, and become established in His Word.

Pastor James studied Theology at International Seminary in 2012 and Psychology at Columbia College in 2013. His educational background complements his heart for serving people and supporting their spiritual growth.

Prophet Shannon Tolbert is a devoted servant of God with a genuine heart for the Lord and a passion for seeing God’s people spiritually strengthened, equipped, and established in their divine purpose. His love for God and commitment to biblical truth reflect his desire to see believers mature in their relationship with Christ and fulfill their Kingdom assignments. 

Prophet Shannon has pursued biblical and ministerial education through Elim Bible College, where he studied Bible and Ministry as part of the Class of 1994. He also attended Newburgh Theological Seminary, earning a Bachelor of Arts in Biblical Studies in 2026, and continues his theological studies to further develop his understanding of Scripture and ministry. 

Through the prophetic office, Prophet Shannon seeks to encourage believers to develop a deeper relationship with God, grow in spiritual maturity, and become sensitive to the leading of the Holy Spirit. His heart is to see the people of God strengthened in faith, established in truth, and equipped to walk confidently in their God-given assignments. 

Originally from Syracuse, New York, Prophet Shannon currently resides in Liverpool, New York. He has been married 31 Years, and is the proud father of two daughters, Sofia and Shaleigh.

Pastor Candace Thornton was born and raised in Utica, NY. Candace currently resides in Syracuse, NY,  inspired by the leading of the Holy Spirit. Candace is a passionate worshipper and seeks to lead everyone into the presence of God through the ministry of song. 

Candace accepted Christ at the age of 12. As she has yielded to the call of the Lord, her heart has been to develop the next generation to advance the Kingdom of God.

Candace not only has a passion for the youth and worship, but in her professional career as a licensed marriage and family therapist (LMFT), she has a passion to see individuals, couples, and families healed as well as thriving.

Pastor Karen has been a minister for 5 years and an ordained pastor for the past 28 years with a call of intercession, teaching, healing and deliverance. She lives in Endicott, NY (Binghamton, NY, area), and will be forming and overseeing house churches in that region for the glory of God. The Hancock Family are under the leadership of Apostle Joe and Pastor Linda of Fountain of Love Apostolic Training Center in Phoenix, NY.

Pastor Katharine Nellons has a Bachelor’s Degree in Education and a Master’s Degree in Urban Education. She taught for 27 years, then was hired as a reading specialist in the Syracuse City School District to work closely with teachers to ensure they followed best practices while teaching reading.

Katharine graduated from the School of Prophecy in Rochester, NY. She was trained in Healing and Deliverance at Believer’s Chapel in Cicero and The Healing Rooms of Syracuse, NY. 

She is currently a Pastor at FOLATC, operating in and as Leader of Deliverance and Spiritual warfare.

She is married and has 3 children, 8 grandchildren, and 5 great-grandchildren.

Susan  has been seeking God since she was 12. 

As an adult she has been privileged to serve in the area of nursery, children's church, various preteen girls classes, hospitality and teaching. 

Currently she assists in the area of church administration.

 Cynthia Noble has a master’s degree in English education and has taught high school for the past 24 years. She enjoys teaching writing and US History/Government and is a big fan of the US Constitution and the Bill of Rights.  In addition, Cynthia serves as an ordained, five-fold ministry teacher at Fountain of Love Kingdom Ministries in Phoenix, NY, and is the director of the School of Ministry at the Northeast Kingdom Ministry Institute. Cynthia has a passion for teaching on apologetics and evangelism, as well as biblical and Kingdom principles. She also enjoys helping others to prepare for and fulfill their purposes in the Kingdom of God. Cynthia resides in Liverpool, NY, and has two grown sons whom she is very proud of—one in law enforcement in CNY and the other in the legal realm in southern California.
